Integrated transport assessments

We undertake Integrated Transport Assessments to assess the potential transport impacts of a development and can recommend innovative design solutions to avoid and mitigate adverse impacts. Our transport engineers and planners work closely together to integrate land use and transport planning outcomes, and regularly prepare ITAs to support resource consent applications, plan changes or submissions.

Road Safety Audits

Avanzar Consulting has extensive experience in transport engineering and can provide independent peer review of road projects. We will consider the safety of all road users, and report on safety issues and opportunities for improvement. Avanzar Consulting has been involved in all stages of safety auditing from feasibility through to post construction. We work with local and national controlling authorities as well as developers.

Resource and subdivision consents

Resource and subdivision consent applications can be complicated if you are not familiar with the relevant legislation, plans and council practices, and delays can be costly. Our team is experienced in all facets of resource management planning and can help you navigate through the process of obtaining consents from your local or regional council.

Our team is familiar with the level of information required for various types of applications. We can advise on consenting strategy and prepare applications to meet statutory requirements, reducing the risk of delays to your project.

We can assist with pre-purchase site evaluations, scoping reports, preparation of resource consent applications of all types, assessments of effects, consultation, as well as  the preparation and presentation of expert planning evidence at council hearings and the Environment Court.

Policy planning, research and analysis

Avanzar Consulting staff have extensive in undertaking planning policy and strategic plan development or reviews, as well as analysis of submissions on behalf of local authorities.

Research and analysis are critical components of this process. At Avanzar Consulting, we have extensive practical experience combined with academic rigour that ensures we carry out effective research and analysis to inform your project and give you a full understanding of issues and options.

Our staff have frequently been commissioned to prepare discussion documents to evaluate existing planning policy to determine what changes may be needed.  Our staff are able to determine the difference between both perceived need and actual need for policy change and are able to provide carefully thought out and well constructed evaluations of policy.  

Our staff have significant experience in rule and policy drafting.  We are able to prepare rules packages that are clear, robust and are easy to understand. We are not interested in the creation of rules that only a planner or lawyer can understand, and take the view that District and Regional Plans and other documents should be created so that they are able to be understood and applied by all. 

Our staff are also interested in ensuring that policy is robust.  Our experience within the planning profession both in New Zealand and overseas has alerted us to what happens when the policy framework doesn’t work.  We seek to avoid creating loopholes, through a systematic and careful assessment process, in which we apply our background as planning consultants to logically assess all policy proposals.  Our overseas knowledge and enthusiasm for policy innovation also allows us to be creative, inventive and original, so that your policy breaks new ground, rather than merely repeating the same old concepts.

Project Management

Avanzar Consulting is able to manage the provision of the key consultancy services required to develop a site successfully. We work in an integrated and collaborative manner within our multidisciplinary team and have excellent relationships with a range of preferred providers of additional services that may be such as surveyors, architects, landscape architects, urban designers, infrastructure designers and structural engineers.

At the beginning of every project, we will provide you with detailed costing estimates and timelines. We seek to provide accurate reporting on time spent and costs to you on an ongoing basis throughout your project.

Plan changes

We have experience in the  preparation of district and regional plan changes for both private interests and local authorities. Our planners are experienced in dealing with all facets of the plan change process from start to finish, and can explain the intricacies of the process and deliver sound timely advice throughout your project.

We have been involved in the preparation of both large and small scale private plan changes for industrial developments, rural lifestyle developments and complex, large greenfields residential developments.

Occasionally, you may find that your property may be adversely affected by a development occurring close by.  It can become difficult to contend with the pressures that can be placed on you.  In this situation, it is worth seeking professional advice to ensure that you deal with these situations in a clear, tactical and measured way.

Well designed communities  with qualities that will attract buyers, designed in such a way that minimises cost and maximises profit, while also ensuring that environmental effects are minimised, are are hard to find.   Often new neighbourhoods are designed in a way that does not take into account the practicalities of urban life, and do not reflect the aspirations of purchasers.   

Our staff take a different approach to the master-planning process, and prefer to focus on innovative outcomes that reflect the needs of the specific type of community being proposed.
